Mezzanine fire safety requirements in Singapore sit in the SCDF Fire Code 2023, and they decide your staircase count before the steel is priced. From 1 April 2026, SCDF issues Fire Certificates on a three year cycle rather than annually, changing when a non compliant platform gets found. This blog walks you through sprinkler coverage, escape geometry and fire rated structure, starting with platform structure options.

What does SCDF require for a mezzanine in a Singapore warehouse?

A mezzanine served by a single open staircase has to satisfy six conditions together, and failing any one of them removes the concession. Clause 9.6.1a.(2) of the Fire Code 2023 sets them for factory units in Purpose Group VI, and Clause 9.8.1a.(2) mirrors them for warehouse units in Purpose Group VIII. The six are: aggregate accessible floor area not exceeding 60m2 per unit, an open staircase at least 1m wide built of non combustible material, travel distance to the exits complying with Table 2.2A, structure achieving at least 1 hour fire resistance rating, habitable height not exceeding 24m, and use restricted to “store and/or ancillary office”. Read that as a single test rather than a menu. A 55m2 mezzanine with a 900mm staircase fails, and so does a 58m2 mezzanine with a light industrial process on it. The concession is all or nothing. Failing it does not make the platform illegal. It moves the mezzanine onto the general means of escape rules in Chapter 2, which usually means two remotely located exits and a heavier fire protection scope. That is a design decision with a cost, not a refusal. What does SCDF require for a mezzanine in a Singapore warehouse?

Does a mezzanine need sprinklers underneath it?

If the building is sprinkler protected, yes, the system has to be extended beneath the deck. A new floor level sits between the ceiling heads and everything under it, so the area below loses the protection the building was certified with. Sprinkler design in Singapore follows SS CP 52, which Chapter 6 of the Fire Code requires for installation, water supply, control and testing. The deck is an obstruction in that code’s terms, and the sprinkler Professional Engineer determines head positions, spacing and the discharge density beneath it based on the hazard classification of what is stored there. Detection follows the same logic and is the part operators forget. Smoke detection above the deck does nothing for a fire starting under it, so the detection zone has to be extended alongside the pipework, and both changes are fire safety works requiring SCDF plan approval. Budget the under deck package from day one. On the mezzanine projects we quote, sprinkler and detection extension is routinely the longest lead item on site and the one discovered last, well after the steel has been ordered. What travel distance applies on a mezzanine deck?

For a factory or warehouse, one way travel is capped at 15m and two way travel at 30m under Table 2.2A. Sprinkler protection lifts the two way figure to 60m, and dead end spaces move from 15m to 20m. Those numbers make sprinklers a design lever rather than only a cost. Doubling permitted two way travel from 30m to 60m often removes the need for a second staircase on a deck that would otherwise fail on geometry alone, and the compartment limit for a factory rises to 700m2 under Clause 9.6.1c.(2) once the sprinkler system is in. Mixed use decks take the strictest figure, not an average. Clause 2.2 of the Fire Code states that where offices, factories and warehouses share escape routes, staircase positions must be based on the occupancy “having the stricter requirements in Table 2.2A”. Put an ancillary office on a warehouse mezzanine and the warehouse figure governs the whole route, not the 45m and 75m allowed for office developments. Measure from the remotest point on the deck, including the far corner behind the racking that nobody walks to on the day of the survey.

What is the direct distance rule, and why does it catch open decks?

Direct distance is two thirds of the permitted travel distance, and it applies wherever there are no predetermined walls. On an open mezzanine deck that means 20m without sprinklers and 40m with them, measured as a straight line rather than along a walking route. Most mezzanine decks are open plan by definition. There are no corridors to follow, so the code stops trusting the walking path and works from the geometry instead. A deck that passes on paced travel distance can still fail the direct distance check, and this is the calculation missing from most supplier layouts we review. The practical consequence is where the staircase lands. Putting it against the nearest wall because that is where the structure is convenient produces a long diagonal from the far corner, and that diagonal is the number SCDF assesses. Fix it at layout stage. Moving a staircase on a drawing costs nothing, and moving it after fabrication costs the staircase.

When does one open staircase stop being enough?

The moment any of the six conditions fails, or the deck’s occupant load and geometry push it past what one exit can serve. Aggregate accessible floor area above 60m2 per unit is the trigger operators hit first, because a 60m2 deck is roughly 8m by 7.5m and most storage platforms are larger. Two remotely located exits is the usual answer, and remoteness is the word that matters. Two staircases side by side at the same end of the deck do not satisfy the requirement, because a single fire can block both. Exit capacity is calculated from occupant load, and storage areas generate very few occupants per square metre compared with offices, which is why a 400m2 storage mezzanine often needs two exits for travel distance reasons rather than capacity reasons. The geometry binds before the headcount does, which is also why the staircase positions belong in the same drawing as the racking layout. Our note on designing across levels covers that overlap. Design the second staircase in from the start if the deck is over 60m2. Retrofitting one means new openings in the deck, revised load paths back to the Professional Engineer, and a fresh SCDF submission.

How wide does the escape staircase have to be?

The single open staircase permitted under Clause 9.6.1a.(2) must be at least 1m wide and built of non combustible material, which rules out the timber and lightweight treads that appear on some imported platform kits. Width is a floor, not a target. Where the deck falls outside the concession and needs protected exit staircases under Chapter 2, the width follows exit capacity calculated from occupant load, and the enclosure requirements change with it. Headroom and pitch matter as much as width in practice. A staircase that meets 1m but lands under a beam, or one steep enough that operators carrying cartons take it sideways, passes the drawing and fails the operation. Specify the staircase position, width, material and landing arrangement in the tender document. What does a 1 hour fire rated structure actually mean?

It means the mezzanine’s structural elements retain load bearing capacity for at least 60 minutes in a standard fire test, and it applies to the columns and supporting steel as well as the deck surface. Bare structural steel loses strength rapidly as it heats, so the rating is achieved by protecting it. Intumescent coating expands into an insulating char when heated and is the usual choice on a mezzanine because it keeps the section visible and adds little thickness. Board encasement is the alternative, heavier and bulkier but easier to verify on site. Coating thickness is not a single number. It is calculated from the section factor of each member, which is the ratio of heated perimeter to cross sectional area, and from the fire resistance period required. A slender column needs more coating than a stocky one for the same rating. The submission needs evidence, not an assurance. Test data for the coating system, the specified dry film thickness per member, and the applicator’s records are what SCDF and your Qualified Person work from. A quotation line reading “fire rated paint” is not a specification, which is why we scope protection as a named package within platform supply and install.

What detection, alarm and signage does the mezzanine need?

Manual call points, smoke detection extended under and over the deck, exit signage at the staircase, and emergency lighting on the escape route. Fire Code 2023 allows manual call points on the main floor to serve a compliant mezzanine provided nobody on the platform travels more than 30m to reach one. That 30m allowance is easy to lose. Racking installed on the deck after handover lengthens the actual walking route even though the straight line distance has not changed, which is one reason the platform belongs in the same round as your structural inspection rounds rather than in a separate annual check. Exit signs need to be visible from the working positions on the deck, not just from the staircase head. A sign mounted above a doorway is invisible to an operator standing behind a 2.4m high run of racking three bays away. Emergency lighting covers the deck, the staircase and the landing below it. Losing lighting on the ground floor landing leaves people at the bottom of a staircase in an unlit warehouse, which is the same problem the staircase was built to solve.

What changed with the three year Fire Certificate on 1 April 2026?

SCDF moved Fire Certificate validity from 12 months to 36 months for qualifying premises, effective 1 April 2026. Certificates with validity dates from that day carry three year periods, and premises whose certificates expired on or before 30 March 2026 stay on the old cycle for one more renewal. The annual obligation did not disappear. A Professional Engineer still inspects the fire safety systems every year and an annual FC Form is still submitted in the intervening years, so the inspection that finds an unapproved mezzanine happens on the same schedule it always did. What changed is the consequence of a lapse. The three year privilege is conditional on a good compliance record, and a failure moves the premises back to the shorter renewal cycle, so an unapproved platform now costs you the administrative relief as well as the enforcement exposure. Get existing platforms assessed before the next PE inspection rather than after it. A mezzanine installed by a previous tenant with no drawings and no Fire Safety Certificate is the most common version of this problem we are asked to unpick, and remedial work runs on the same fit out sequencing as a new platform.

Can I use my warehouse mezzanine as a production area?

No, not under the single open staircase concession. Clause 9.6.1a.(2) restricts that mezzanine to store and ancillary office use, so a production process on the deck removes the concession and pushes the platform onto Chapter 2 means of escape rules with two remotely located exits.

Does an open grating deck avoid the sprinkler requirement underneath?

Not automatically. The sprinkler Professional Engineer has to demonstrate under SS CP 52 that discharge reaches the floor below through the grating free area at the required density. SCDF works from that design, not from the assertion that grating is open, and the deck remains an obstruction until the calculation says otherwise.

Does a rack supported platform need the same fire rating as a freestanding mezzanine?

Yes. Fire Code 2023 sets 1 hour fire resistance rating for the mezzanine structure regardless of whether racking uprights or independent columns carry it. On a rack supported platform this means protecting the uprights themselves, which affects the coating scope and the cost more than most buyers expect.

Do I need to extend the fire alarm as well as the sprinklers?

Yes. Smoke detection has to cover the space created beneath the deck, and the new detection zone is wired into the existing alarm panel. Both the sprinkler extension and the detection extension are fire safety works under the Fire Safety Act 1993 and need SCDF plan approval before work starts.

What happens if SCDF finds an unapproved mezzanine at a Fire Certificate inspection?

The premises fails the good compliance record condition and reverts to the shorter renewal cycle introduced before 1 April 2026, on top of enforcement action for uncertified fire safety works.
