The choice between a rack supported platform and a freestanding mezzanine is usually argued on steel price and settled by the lease. Colliers forecasts Singapore industrial rents rising 1% to 3% across 2026, so tenure, not tonnage, is the deciding variable. This blog walks you through load transfer, floor cost, relocation and tax treatment, starting with rack supported deck design.

What is the difference between a rack supported platform and a freestanding mezzanine?

A rack supported platform uses the racking uprights as the structure that carries the deck above. A freestanding mezzanine has its own independent steel columns and beams, so the deck stands on its own frame and the racking beneath it can be moved, replaced or removed without touching the floor. The distinction is structural, not cosmetic. On a rack supported platform, the upright that holds your pallet beams at 1.8m is the same member holding the floor at 4.5m. On a freestanding mezzanine, those are two separate systems that happen to occupy the same volume. That single difference drives everything else in this comparison. It sets which design code applies, how load reaches the slab, how much floor area you surrender to columns, and whether the structure can leave the building when you do. Worth noting: both are mezzanine floors in the eyes of BCA and SCDF. Neither classification exempts you from structural plan approval or a Fire Safety Certificate. What is the difference between a rack supported platform and a freestanding mezzanine?

Which design code governs each structure?

Different codes, and the consequence is real. SS EN 15512 governs the rack supported platform, because its requirements apply to ancillary structures where rack components are employed as the main structural members. A freestanding mezzanine is a conventional steel structure designed to the EN 1993 series, Eurocode 3. EN 15512 also sets deflection limits and serviceability checks for rack supported floors, which means the deck is designed as part of the racking system rather than as a separate floor sitting on top of it. Change the pallet weight or add a beam level on a rack supported platform and you have changed the loading on the members holding the floor, which puts the deck back in front of the PE. On a freestanding mezzanine, racking changes below are just racking changes. We treat that as the first question to ask a supplier: which code is your calculation to, and who signs it. A quotation that cannot answer in one sentence is a quotation from a fabricator, not a system supplier. How does each structure transfer load to your floor slab?

A freestanding mezzanine spreads load through base plates at every column, and a rack supported platform concentrates it at the upright footplates that are already carrying pallet load. Same total weight, different arrangement, and the slab reacts to arrangement. Under SS EN 1991-1-1, storage areas in Category E1 carry a characteristic uniformly distributed load of 7.5 kN/m2 alongside a concentrated load of 7.0 kN for local checks. On a rack supported platform, the deck load and the racking load arrive at the same footplate, so the point load at that position is the sum of both, and base plate spread becomes the item the PE sizes carefully. Freestanding columns give you more freedom here. Because they are independent, the PE can position them where the slab is strongest and away from existing joints, pits or drainage runs. Rack supported uprights land where the storage layout dictates, which is not always where the slab wants them. The constraint that decides this is not the platform at all. It is the building’s permitted floor loading, which the landlord or JTC states, and which no amount of steel design will raise.

How much floor space does each structure cost you?

Rack supported platforms cost you almost no additional floor area, because the columns are the racking you were already installing. Freestanding mezzanines cost you a column grid, and every column is a position a forklift has to work around. A wider grid buys operational freedom and deeper beams. Deeper beams eat clear height on the level below. That trade is the single most common design argument on a freestanding mezzanine, and it is settled by what runs underneath: pallet racking tolerates columns, forklift turning circles and production lines do not. Column positions also interact with your aisles. A grid that ignores the existing racking layout produces half aisles and dead bays, which is why the mezzanine grid and the storage layout should be drawn together rather than in sequence. Dropping a freestanding grid into a warehouse that has run the same layout for eight years usually means relocating racking, and that relocation cost belongs in the mezzanine budget rather than in a separate line nobody owns.

Can you dismantle and relocate either structure when the lease ends?

Both can be dismantled. Only one of them is usually worth relocating, and that is a modular or rack supported system built from bolted components rather than a welded and drilled steel frame. Rack supported platforms and bolted modular frame systems come apart into their original members, which means the asset moves with you and the residual value is real. Freestanding mezzanines fabricated to a specific column grid rarely fit the next building, so what you recover is scrap steel and the cost of taking it down. That asymmetry matters more than most operators expect at signing. A relocatable structure converts a fit out cost into a portable asset. A welded structure converts it into an improvement you will pay twice for, once to install and once to remove. The honest qualifier: relocatability is a design decision, not a product category. A rack supported platform anchored with chemical fixings into a hacked slab is no more portable than a welded frame. Specify bolted connections and mechanical anchors at design stage if relocation is part of the plan.

How does your reinstatement clause change the decision?

Reinstatement is the cost line that turns a structural choice into a financial one, and it is enforced. JTC requires lessees to reinstate premises before returning them, and arranges a joint site inspection roughly six months before lease expiry to set the reinstatement requirements against the obligations in the lease. Those works must be completed before the expiry date, not after. Read your clause before you choose the structure. A lease that requires reinstatement to original condition means the mezzanine comes out at your cost, and the removal cost of a welded freestanding frame with drilled and grouted base plates is materially higher than a bolted system that unbolts. Some landlords will waive removal and keep the platform. Get that in writing at installation rather than at expiry, because a verbal understanding with a leasing agent in year one is worth nothing to the facilities team running the handover inspection in year six. Catherine He, Head of Research at Colliers Singapore, framed the market position in February 2026 by saying that performance in 2026 would “hinge on specification and adaptability”. Adaptability applies to your fit out as much as to the building.

Does the choice affect capital allowance or leasehold improvement treatment?

It can, and this is the question most operators only ask their accountant after the steel is up. We are not tax advisors, and the classification is fact specific, so treat this as the list of questions to put to yours before you commit. Two regimes are in play. Capital allowances under Sections 19 and 19A of the Income Tax Act 1947 apply to qualifying fixed assets that are plant and machinery used in the trade. Separately, Section 14N allows a deduction for renovation and refurbishment expenditure, and IRAS applies that deduction only where the Capital Allowances – Singaporeworks do not affect the structure of the premises, capped at $300,000 of qualifying expenditure for every relevant three year period. The structural test is where the two systems diverge on paper. A bolted, relocatable platform that stands on the existing slab and comes apart into its components sits in a different factual position from a welded frame tied into the building fabric. IRAS also states that an item qualifying as plant or machinery under Section 19 or 19A cannot be claimed under Section 14N, so the classification decides the route, and the route decides the timing of the deduction. Ask three questions before you sign the purchase order. Which section is this expenditure expected to fall under. Does the fixing method change the answer. Will the supplier’s quotation break out steel, decking, staircase and installation as separate lines so the classification can be argued item by item. The $300,000 cap is a hard number and it is easy to spend without noticing.

What happens when a forklift hits an upright on a rack supported platform?

On a rack supported platform, a damaged upright is a floor support and a storage component at the same time, so the assessment changes from a racking repair to a structural one. On a freestanding mezzanine, an impacted rack upright is a rack problem and the floor above is unaffected. That is the strongest safety argument for freestanding steel in a high traffic warehouse. Impact damage is not a rare event in a busy unit, and the difference between a component swap and a temporary unloading of the deck above is measured in operating days. Rack supported platforms are not disqualified by this. They need a stricter inspection discipline, which SS EN 15635 already sets out for racking use and inspection, and a documented rule that any upright damage beneath a deck triggers a PE assessment rather than a supervisor’s judgement. Specify it on any rack supported platform in a unit running counterbalance forklifts.

So which one should you choose?

Match the structure to the remaining lease, then to the operation beneath it. That order, not the reverse, because the operation can be redesigned and the lease cannot. Under three years remaining, or on a unit you expect to outgrow, specify a bolted rack supported or modular system. The structure comes apart, the reinstatement cost is contained, and the asset can move. Three to eight years with storage above and storage below, a rack supported platform is the efficient answer. It uses steel you were buying anyway, surrenders no floor area to a separate grid, and produces the best cost per pallet position of the two. Three to eight years with forklift traffic, production or offices beneath the deck, take the freestanding mezzanine and accept the column grid. Clear space below is worth more than the steel saved, and impact damage stays a racking problem instead of a structural one. Owner occupied buildings and long leases change the calculation again, because reinstatement risk falls away and the permanent structure can be optimised for the operation rather than for removal. Nicolas Menville of Colliers Singapore made the wider point in the firm’s Q3 2025 industrial release of November 2025, noting that “older stock must adapt” to stay competitive. Adapting an older unit you control is a different project from adapting one you rent for another 30 months. Both approaches show up across our past installation projects.

The decision behind the decision

Steel price is the least useful input in this comparison. The rack supported platform wins on cost per pallet position and loses on flexibility. The freestanding mezzanine wins on clear space below and pays for it in floor area. Is a rack supported platform cheaper than a freestanding mezzanine?

Per square metre of deck, usually yes, because the racking uprights do double duty as structure. The saving narrows once column protection, stricter inspection and any future racking redesign are counted. Both are quoted per project in Singapore, and SS EN 15512 design work sits inside the rack supported price.

Can I put an office on a rack supported platform?

Yes, subject to use limits. SCDF Fire Code 2023 restricts a mezzanine served by a single open staircase to store and ancillary office use, and URA caps ancillary uses at 40% of a strata subdivided industrial unit’s floor area. The structure type does not change either constraint.

Does a rack supported platform still need BCA approval?

Yes. A platform that adds a floor level and carries imposed load is building work under the Building Control Act, whatever the fixing method. Only a Qualified Person registered as a Professional Engineer in the civil or structural discipline can submit the structural plans, and a permit is required before works start.

Can I change my pallet sizes after a rack supported platform is installed?

Not freely. Because SS EN 15512 designs the deck and the racking as one system, changing pallet weight or beam levels alters the loading on members carrying the floor. Any change goes back to the PE. On a freestanding mezzanine, the racking below can be reconfigured without touching the deck.

Which one is faster to install?

Rack supported, once drawings are approved, because there is one structure to erect instead of two systems. Neither is the long pole. BCA structural plan approval, SCDF fire safety clearance and landowner consent set the programme, and fabrication follows the permit rather than the purchase order.
