Get that wrong and you buy a system your team cannot safely load, whatever the price looked like. This blog walks you through the load, SKU and picking tests that decide it, starting with the full storage systems range.
What is the difference between storage racking and shelving?
Storage racking holds palletised or heavy unit loads placed by a forklift, with beam levels rated from around 1,000kg to over 4,000kg per level. Shelving holds cartons, totes and loose items placed by hand, with shelf levels rated from roughly 150kg to 800kg. The dividing line is the loading method, not the material.
Racking is built around the pallet and the forklift. Beam levels sit at heights a reach truck can service, aisles are sized for the truck to turn, and the whole structure is designed to take a pallet dropped in at speed. Shelving is built around the human arm. Levels sit within reach, decks are close pitched to hold many small items, and the load arrives one carton at a time.
The confusion starts because both come in medium duty versions that look similar in a showroom. A longspan shelving bay and a light pallet rack bay can share a footprint and a colour, yet one is loaded by a picker and the other by a forklift.
Worth noting: the same steel frame does not become racking because you call it racking. What decides the category is how the load gets onto it, which sets the rating, the access and the safety rules that follow.
When should you use shelving instead of racking?
Use shelving when a person places the load and racking when a forklift does. That single test resolves most cases before weight, height or budget enters the conversation.
The weight the rule protects is the human one. Singapore’s WSH Guidelines on Manual Handling require a risk assessment for any task lifting loads above 23kg for men and 16kg for women, and SS 569:2011 is the Code of Practice that governs how those tasks are handled. A storage system that puts individual units above those figures at a picker’s shoulder is a system loaded by machine, which means racking.
Carton and item level stock sits on shelving because the pick is manual and the unit is light. A parts distributor holding 4,000 SKUs at two to five kilograms each is a shelving operation, whatever the total tonnage in the building. A beverage distributor moving palletised stock at 800kg a pallet is a racking operation even if it holds only 40 SKUs.
The clean way to decide is to look at the heaviest single thing a worker will handle at that location, not the total the building holds.
How much weight can shelving and racking hold?
Racking holds far more per level, and the gap is wider than most buyers expect. Pallet racking beams commonly carry 1,000kg to 3,000kg per level and heavy duty configurations exceed 4,000kg, while boltless and longspan shelving typically run 150kg to 800kg per shelf.
The number that matters is load per level under the intended span, not a headline figure. A longspan shelf rated at 500kg over a 1.2m span is a different component from the same nominal rating over a 2.4m span, because the beam deflects further and the safe load drops. A supplier who quotes a shelf rating without the span it applies to has not answered the question.
Where operations get caught is the upgrade point. Stock that grew from hand loaded cartons into palletised volume outgrows shelving, and the honest move is to change the system rather than overload the shelf. Our note on when to move from shelving to racking sets out where that line sits.
Overloading is not a grey area in Singapore. The occupier carries a duty of care under the Workplace Safety and Health Act, and a shelf loaded past its rating is the failure MOM investigates after a collapse.
Does SKU size decide racking or shelving?
SKU cube decides it as firmly as weight does. Large or palletised units need the beam spacing and depth of racking, and small units waste that space unless they sit on the closer pitched decks of shelving.
Racking is efficient for big cubes and wasteful for small ones. A pallet position holding a single small carton is paying for a pallet footprint to store a shoebox, which is why picking operations put small fast moving items on shelving and reserve pallets on racking. Shelving earns its place on the opposite profile. Many small SKUs, each needing its own face, each picked by hand, is exactly what a close pitched shelf holds well and a pallet bay holds badly.
The mixed case is where judgement enters. A single SKU that ships as both loose cartons and full pallets needs a pick face on shelving and a reserve on racking, which is the argument for running both rather than forcing one.
Racking or shelving for hand picking versus forklift work?
Match the structure to the access equipment, because the equipment is fixed and the structure is not. A hand picking operation on foot wants shelving at ergonomic height. A forklift operation wants racking with beam levels a truck can reach and aisles it can turn in.
Pick face height is the ergonomic constraint on shelving. The most used levels sit between knuckle and shoulder height, roughly 700mm to 1,500mm, because a picker returning to the same face hundreds of times a shift should not be reaching to the floor or overhead. Fast movers go at that band and slow movers take the top and bottom shelves.
Racking works the height differently. A forklift reaches levels a person never could, so racking captures vertical cube that shelving leaves on the table, and the trade is that every retrieval needs the truck. The mistake we see most is a hand picking operation built on tall racking, where pickers climb or wait for a forklift to bring stock down. That is a shelving job forced onto a racking frame, and it costs a pick every time.
Is longspan shelving racking or shelving, and where does it fit?
Longspan shelving is shelving, and it is the medium duty bridge between light boltless shelving and pallet racking. It is hand loaded, carries wide or long items a standard shelf cannot span, and holds up to around 800kg per level depending on the beam and span.
It fits the awkward middle. Bulky hand loaded stock that is too big for a small boltless shelf but too light and too manually handled to justify a forklift and a pallet bay. Archive boxes, spare parts, tyres and loose long goods land here.
The terminology trips buyers constantly, because a longspan bay and a boltless rack bay are often the same product under two names. The test still holds at the boundary. If a person loads it, it is shelving whatever the bracket on the quotation says, and it carries a shelf rating rather than a beam rating.
Which uses space better, racking or shelving?
It inverts by SKU size, which is the point most comparisons get backwards. Shelving is denser than racking for small hand picked items at low level, because it has no forklift aisles to feed and its decks pitch closer together. Racking is denser for palletised stock, because it captures height a picker cannot reach.
The reason the choice matters is the cost of the floor it sits on. CBRE’s commentary on JTC’s Q1 2026 statistics put warehouse occupancy at 89.4% in Q1 2026, a tight and expensive market where wasted floor is a standing cost. Tricia Song, CBRE’s Head of Research for Singapore and Southeast Asia, noted that tenants are “increasingly selective, with location and asset specifications becoming key differentiators”.
A small parts operation that fills a warehouse with pallet racking to hold two kilogram cartons is buying forklift aisles it does not need and wasting the floor between them. The same operation on shelving fits more faces in less space and picks them faster.
The rule follows the unit. Small and hand picked favours shelving on floor density, large and palletised favours racking on cubic density, and the building’s clear height decides how much the racking advantage is worth.
Can you run racking and shelving in the same warehouse?
Yes, and most efficient Singapore warehouses do. The common layout puts shelving in the pick zone for small fast moving SKUs and pallet racking in the reserve and bulk zone, so each system holds the stock it suits.
The design decision is the boundary and the flow across it. Pickers work the shelving on foot, forklifts feed and retrieve from the racking, and the two traffic types should not share the same aisle at the same time. Draw the flow first, then place the systems.
Segregation adds a second reason to mix. A 3PL holding several clients often needs both, because one client ships hand picked cartons and another ships pallets, and forcing either into the wrong system costs throughput.

Do shelving and racking follow the same safety rules?
Both fall under the same duty of care, and both carry inspection obligations, but the failure modes differ. Singapore’s Workplace Safety and Health Act places the duty on the occupier for both, and MOM enforces it on racks that do not meet the safe use of storage racks guidance.
SS EN 15635, the standard for the use and maintenance of storage equipment, covers static storage systems and sets the inspection cadence that applies to both racking and heavier shelving. The layers are a daily visual check, a regular walk around, and an annual competent person inspection.
The risks that inspection catches are not the same. Racking fails through forklift impact to uprights and overload of beams, so its inspection watches for bent frames and deflected beams. Shelving fails through overload past the shelf rating and through manual handling injury at the pick face, so its controls lean on load notices and pick height rather than impact protection.
The document that governs the human side is different too. SS 569:2011 sets the manual handling code that a hand loaded shelving operation works to, which a forklift served racking operation barely touches. Match the safety programme to the system, not to a generic checklist.

Racking and shelving are not competing products. They answer two different questions: does a forklift place the load or a person, and is the unit a pallet or a carton.
